Can you pls confirm if you are using a Metered connection? If so, pls disable the metered connection and check installing again?
If you are using Jio network, pls try downloading the kit on another network. If you still want to go ahead with setting the DNS setting of your computer network to Manual and configure the IPv4 primary DNS to 8.8.8.8 and secondary DNS to 8.8.4.4
